ActorRating exists because a film's score and a performance's score are not the same number. Sometimes the movie is fine. Sometimes it's soft. And sometimes one actor is working so far above the surrounding material that treating them as the same rating feels like a category error.
This list starts from that split. Where we have Community Ratings, we use them against the film's Critic Aggregate (TMDB). Where the community hasn't weighed in yet, we still flag performances that clearly carry weaker films — because the pattern is the point.

Rachel Weisz in The Mummy Returns (2001)
The Mummy Returns is a franchise victory lap with a Critic Aggregate in the mid-6s — perfectly watchable, rarely sharp. Weisz is the exception: she plays Evelyn like the movie still needs wit, not just sand and CGI. If you only remember The Rock wrestling the Scorpion King, go back and watch her hold the human center of a film that keeps trying to float away.
